We created this dumb creature to give you the simplest example of how you should use the Editor to build a creature that is more or less balanced at every Challenge Rating. The tricks used are basically three:

  • Create multiple versions of the same action. Create weaker, simpler versions at lower Challenge Ratings, when the player characters' resources are limited; create stronger versions at higher Challenge Ratings, when player characters are so resourceful that one-dimensional actions don't challenge them anymore.
  • Whenever you find a number (a saving throw, ability check, distance/radius, etc.) inside an action that is dependent on a statistic of the creature, replace it with a dynamic value that scales with that statistic (level, ability score, etc.).
  • Add Expressions to Ability Scores and other statistics like Armor Class when necessary, to make them grow with the level of the creature.

If you need more information on this subject you can read the manual at the bottom of the Monster Editor.
